I have tried to install and configure the Multiline Tapi 3 CX on a V20 system with different clients and servers. Only the Tapi Line of the main user works.

The extended multiusers are always displayed as Tapi Line in various tools, but cannot be monitored. Test on Win Server 2019, Win 10 and Win 11. The 3CX description is very poor and a ticket there didn't help me much either. I had always tested it with the ephoner from Estos and the dialer from Windows.
